THE 33RD JOINT ASEAN SENIOR POLICE OFFICERS COURSE (JASPOC)

The 33rd Joint ASEAN Senior Police Officers Course (JASPOC) was successfully organized and hosted by the Royal Thai Police (RTP) from 30 March to 03 April 2026 at the Pathumwan Princess Hotel, Bangkok, Thailand.

The course was attended by delegations from the respective ASEANAPOL Member Countries (AMCs), namely: the Royal Brunei Police Force, Indonesian National Police, Lao Police Force, Royal Malaysia Police, Myanmar Police Force, Philippine National Police, Singapore Police Force, Royal Thai Police, and the Vietnam Office of the Investigation Police Agency. The ASEANAPOL Secretariat (AS) was represented by Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director; Police Colonel Jean Mary Mangahis Alfaro, Director for Plans and Programmes; and Assistant Superintendent Engku Nurul ‘Aini Engku Malek, Plans and Programmes Officer II.

The course aimed to strengthen the professional capacity of senior police officers across the ASEAN region while promoting knowledge-sharing, mutual understanding, and professional exchange among participants. It also sought to further enhance regional cooperation in addressing the increasingly complex challenges posed by transnational crime.

During the welcoming remarks, Police Major General Voravat Amornvivat, Deputy Commissioner of Special Branch, warmly welcomed the delegates from the AMCs and the ASEANAPOL Secretariat. He emphasized that JASPOC continues to serve as an important platform for strengthening leadership capacity, promoting knowledge exchange, and enhancing regional cooperation among ASEAN police forces.

In his remarks, Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, expressed his sincere appreciation to all AMC delegates for their continued support and active engagement in ASEANAPOL initiatives. He also conveyed his gratitude to the Royal Thai Police for successfully hosting the 33rd JASPOC and for inviting distinguished speakers who contributed valuable expertise throughout the programme.

The Executive Director was also honoured to deliver a keynote address on the ASEANAPOL Scam Combat Task Force (ASCOT) Proposal, highlighting the importance of strengthening collective regional responses to transnational crime—particularly in addressing online scams, financial fraud, and related cross-border criminal activities. He emphasized that JASPOC provides an important opportunity to deepen shared understanding of emerging threats and reinforce ASEANAPOL’s collective responsibilities in safeguarding peace and security across the region.

JASPOC was originally established by the Chiefs of Police of ASEANAPOL Member Countries with the objective of promoting collaboration, professional networking, and mutual understanding among ASEAN police forces. Through its continued implementation, the programme has successfully enhanced participants’ operational perspectives, strengthened professional relationships, and reinforced regional solidarity among law enforcement agencies.

Over the course of the programme, participants examined three major forms of transnational criminal activity that continue to significantly affect communities across the region:

Drug trafficking
Trafficking in persons
Cybercrime

The course featured expert speakers from the Royal Thai Police and the Anti-Money Laundering Office (AMLO) of Thailand, who shared practical insights, operational experiences, and policy perspectives relevant to regional enforcement cooperation.

Overall, the 33rd JASPOC served as an important platform for strengthening professional networks, enhancing operational understanding, and reaffirming the commitment of ASEANAPOL Member Countries to address evolving transnational crime challenges through closer coordination, capacity-building, and sustained regional collaboration.
