ASEANAPOL Secretariat and Hong Kong Police Force Advance Strategic Cooperation Framework
Kuala Lumpur, 30 January 2026 – The ASEANAPOL Secretariat and the Hong Kong Police Force (HKPF) concluded their collaboration meeting with a shared strategic understanding to advance structured and outcome-oriented cooperation in support of professional, trusted, and standards-based policing across the region.
The engagement was led by Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Ph.D., Executive Director of the ASEANAPOL Secretariat, together with Police Colonel Jean Mary A. Mangahis, Director for Plans and Programmes, and senior officers of the ASEANAPOL Secretariat. The Hong Kong Police Force delegation was led by Ms. Sally Tsui, Assistant Commissioner of Police (Service Quality), serving as Head of Delegation, accompanied by HKPF representatives.
Both sides reached a common understanding to prioritise cooperation frameworks focused on police integrity, institutional capacity building, and sustainable human capital development, with particular emphasis on training exchanges and structured knowledge transfer aligned with ASEANAPOL standards and regional law-enforcement priorities.
The meeting further underscored a shared commitment to shift from dialogue towards practical, scalable, and measurable cooperation, aimed at strengthening professionalism, reinforcing mutual trust, and enhancing institutional interoperability between ASEANAPOL and the Hong Kong Police Force.
The ASEANAPOL Secretariat and the Hong Kong Police Force reaffirmed their intention to maintain close strategic coordination and to advance future collaboration that delivers tangible outcomes in support of effective law-enforcement governance and regional security.
